The search-based operation will change to an investigation-based operation and sufficient resources will be provided to meet operational strategies.
Police believe Naden is armed and warn people not to approach him under any circumstances.
Anyone with information who can help with the investigation is urged to contact Crime Stoppers on 1800 333 000.
A $250,000 reward is being offered for information leading to his capture.
